The Hampshire Domestic Abuse Forum

The Hampshire Domestic Abuse Forum brings together a range of agencies in Hampshire who work with and provide services and support to women, men and families experiencing domestic violence and abuse.

The Forum leads on the development of the county’s domestic abuse strategy, and has approximately 50 member organisations. We provide forum meetings, training events and we participate in promotional activities on a local and countywide level to raise awareness of domestic abuse.

Honour based violence (HBV)

This guidance explains how Hampshire agencies will respond to occurrences, (crime and non-crime) where Honour Based Violence (HBV) may be a consideration.

It should be noted that Honour Based Violence does not and should not stand alone, but is inexorably linked with domestic abuse. This guidance sits alongside and should be used in conjunction with existing domestic abuse guidance, policy and procedures.

It should also be noted that this is generic guidance designed to maximise agencies’ responses to cases of HBV. The following information outlines a range of possibilities and issues that need to be considered in HBV cases, but it should also be recognised that HBV can occur across a range of differing and diverse communities for a number of different reasons, and the information needs to be applied on a case by case basis.

This guidance is primarily directed at:

  • Hampshire County Council Adult and Children’s Services

  • Hampshire Safeguarding Children Board (HSCB)

  • Hampshire Safeguarding Adults Board

  • PCTs

  • Voluntary sector organisations

  • Criminal Justice System (Police, CPS, Probation, Courts and Prison  Service)

  • Acute Hospital Trusts

  • Schools

The advice and guidance within the document will enable Hampshire agencies to provide an enhanced victim focussed response to HBV occurrences across the county, reflecting national guidance and best practice.
