The Adult Services Department aims to improve the lives of vulnerable adults through promoting independence and choice and enabling people to live their lives as they wish.
Hampshire County Council’s model of care and support aims to provide and commission good quality services that offer:
- To local communities: advice, information, early intervention and prevention
- To those in crisis: reablement and recovery, in partnership with Health
- To those with long term needs: care and support, personal budgets for social care and personalised support plans

With less emphasis on differentiating between adults based on their age, the directorates have a much stronger focus on developing partnership working.
Commissioning and Partnerships – Deputy Director, Richard Ellis
The Commissioning and Partnerships directorate commissions, procures and performance monitors our services. We are working closely with health colleagues to develop joint commissioning. We continue to work closely with the private and voluntary sectors to improve quality and develop models of service.Older People and Physical Disabilities - Assistant Director, Ruth Dixon
This directorate provides support to older people and disabled people who need support in a crisis or who have longer term support needs. This support will include help in a crisis, re-ablement services across care groups and self directed support for people with longer term conditions. We are organised around three Areas: West Hampshire, North and East Hampshire and South East Hampshire; and 7 districts, based largely on District Council boundaries. The Older Persons and Physical Disability directorate works to ensure that we bring together targeted and wellbeing services focused in the community, working in partnership with our health colleaguesIntegrated and Provider Services - Assistant Director, Lucy Butler
This directorate focuses on integrated services in Learning Disability and Mental Health. We also oversee the in-house services including nursing and residential homes and day care for older people (12 residential homes, 3 nursing homes, 7 joint residential and nursing homes, and 7 day centres). Residential and day care services for people with a learning disability, which are currently undergoing transformation, are also included. Our remit also includes the development of self-directed support, and safeguarding.
